Retirement Age for Pastors

Debates · Also called: Retirement age extension, Pastoral retirement age, Mandatory retirement age for pastors, Clergy retirement age

The retirement age for pastors is the age at which a minister steps down from public duties such as serving as senior pastor. In Korea, most major Protestant denominations have set it at 70, and debate continues over proposals to raise or abolish this age.

The Issue

The retirement age for pastors is the age at which a minister must step down from public duties such as serving as senior pastor. Among Korean Protestant churches, many major denominations set the retirement age for pastors at 70 in their church constitutions. In Korean Presbyterian churches, the same age also applies to the standing offices, which a church permanently maintains, such as elder, exhorter (kwonsa), and deacon. As average life expectancy has risen and pastors have become harder to find, whether to raise or abolish this age or to keep it unchanged has become a contested issue.

The Case for Extension or Abolition

  • Argument: This position holds that Scripture contains no concept of a retirement age for ministry and that health and calling, rather than age, should therefore be the criteria. Proponents point out that rural churches and financially dependent churches struggle to find successors, so the retirement of the senior pastor can threaten the church's very survival. They also note that pastors are moving to other denominations with later retirement ages.
  • Scriptural support: Proponents cite Moses, who was called at age 80 (Exodus 7:7); Caleb, who said at 85 that his strength was undiminished (Joshua 14:10–11); and Paul's testimony that he had finished his course (2 Timothy 4:7).
  • Denominations: The Presbyterian Church of Korea (Baekseok Daesin) approved a measure at its 2021 General Assembly raising the retirement age for pastors to 75. Some Korean denominations in the Gaehyeok (Reformed) tradition are also reported to have raised the retirement age to 75.

The Case for Maintaining the Current Rule

  • Argument: This position regards the retirement age as a means of passing leadership to the next generation. Proponents are concerned that when one pastor remains too long, the church loses vitality, and associate pastors and younger members have fewer opportunities to take on church offices. Some also argue that raising the age beyond 70, which is already later than the general retirement age in society, would expose the church to public criticism and become a stumbling block to evangelism.
  • Scriptural support: Proponents cite the regulation that Levites were to cease from service in the tabernacle at age 50 and assist their brethren (Numbers 8:24–26), the transfer of leadership from Moses to Joshua (Deuteronomy 31:7–8), and the words of John the Baptist, "He must increase, but I must decrease" (John 3:30).
  • Denominations: The Presbyterian Church in Korea (Hapdong), the Presbyterian Church of Korea (Tonghap), the Kosin Presbyterian Church in Korea, the Korean Methodist Church, and the Korea Evangelical Holiness Church, among others, maintain a retirement age of 70. The Korean Methodist Church is reported also to permit voluntary retirement after age 65.

The Situation in the Korean Church

Proposals to extend the retirement age come before the Hapdong General Assembly almost every year.

  • In 2022, the 107th General Assembly rejected a proposal that would have allowed a church, at its request, to extend its pastor's retirement age by three years.
  • In 2025, the 110th General Assembly rejected a proposal to raise the retirement age to 75 or abolish it, by a vote of 340 in favor to 540 against.
  • At the 111th General Assembly in 2026, the moderator personally introduced a compromise proposal. It would have left the constitutional age limit of 70 unchanged while allowing pastors to serve until 75 with the authorization of the church's bylaws and the permission of the presbytery, provided that after age 70 they would not hold office in the presbytery or the General Assembly. The proposal was rejected by a vote of 425 in favor to 477 against.

At its 2022 General Assembly, the Kosin denomination decided to study the retirement-age question for one more year. The Korea Baptist Convention and the Korea Assemblies of God, among others, have been reported to have no denomination-wide retirement-age rule.

In a survey of church members conducted by a Methodist media outlet, more than 85% of respondents said the retirement age should be kept as it is or lowered. Cases of megachurch pastors who voluntarily stepped down in their mid-60s have also been reported.

Points for Further Consideration

  • Some observe that the retirement-age question is bound up with pastors' pensions, the treatment of pastors emeriti, and the process of calling successors, making it difficult to resolve through an age rule alone.
  • Discussion also continues over whether the shortage of pastors in small churches should be addressed by extending the retirement age or through denominational support and policies on the supply of pastors.
  • Because churches differ in size and regional circumstances, another point of contention is whether it is fairer to apply the same rule to all churches or to allow exceptions for individual churches.
